Two individuals have agreed to meet up at an iconic government building with the intention of bringing it down, but while person A has made it there, person B is nowhere to be found. The building itself was evacuated when the bombs fell but still stands as a symbol of what used to be. The government (or what's left of it) are still active despite being in hiding and have sent hitmen to stop the two terrorists. Person A (already inside) has realised that they aren't making it out of the building alive and may only have seconds before they are caught and killed, so they decide to blow up the building whilst still inside, thereby destroying the monument to those who doomed everyone else for their own selfish reasons.
